What Is Contractor Prequalification?
Contractor prequalification (often shortened to “prequal”) is the process used by clients to assess whether a contractor’s health and safety systems, capability and track record meet required standards before they are allowed to tender or work.
Contractor prequalification exists to reduce risk before work starts.
Schemes like Totika, SiteWise, Qualify365 and IMPAC assess whether contractors have effective health and safety systems to meet HSWA obligations. Failing prequalification blocks work because clients cannot engage contractors who can’t demonstrate managed risk, compliant systems and assessor-ready evidence.
Prequalification was introduced because relying on promises, policies, or past performance exposed clients to unacceptable safety, legal and reputational risk. Instead of assessing contractors after an incident, prequal schemes shift risk assessment upstream.
